Joel Halpern, O.D.
Joel Halpern, O.D., earned his Doctor of Optometry degree from Southern College of Optometry in Memphis, TN. He completed a rotation through Nemours Health Clinic in Wilmington, Delaware.
His professional memberships includes Past Nemours Health Clinical Instructor, Past President of the State of Delaware Board of Examiners of Optometry, past member of the A.O.A. and D.O.A., member of American Society of Contact Lens Specialist, Visiting Nurses Advisory Council for Delaware, Block Vision Board, International speaker for Varilux Corporation, Johnson & Johnson investigator for new products, member of the Rodenstock USA Inc. Circle and nominated in 1997 and 1998 for Small Business Man of the Year.
Dr. Halpern has been practicing optometry for over 28 years. He lectures around the country for spectacle & contact lens manufacturers. He has done investigational research for several new contact lens materials and solutions.
Originally from Pennsylvania, he resides in Delaware with his wife and three children. Dr. Halpern is Vice- President and an active firefighter of the Robbins Hose Fire Company in Dover, Delaware.
S. Ryan Halpern, O.D.
S. Ryan Halpern, O.D., started his career by obtaining a Bachelors in Biological Science at the University of Delaware. He then continued on to earn his Doctor of Optometry degree from Southern College of Optometry in Memphis, TN. He completed an ocular disease rotation through Katzen Eye Group at Towson and Mercy Medical Center in Baltimore, MD. Dr. Halpern completed a second private practice rotation specializing in contact lenses for corneal disease at the Dorfzaun Eye Group in Atlanta, GA.
His professional memberships include Delaware Optometric Association, American Optometric Association, and the Contact Lens division of American Optometric Association. He is currently pursuing memberships with the Lions Clubs in Delaware, Elks Lodge, and Brain Injury Association of Delaware.
Dr. Halpern starts his optometric career with an emphasis on primary care, ocular disease, and specialty fit contact lenses which include bifocal contact lens fitting. He has made a commitment to serve Delaware with appointment times that will help patients reach eye care after ordinary business hours. These will include evenings and Saturdays.
He is originally from Dover, Delaware where he currently resides. He enjoys volunteering with the Dover Fire Department and spending time with friends and family.
Tim M. Westgate, O.D.
Timothy M. Westgate, O.D., earned his Doctor of Optometry degree from Pacific University College of Optometry. Prior to optometry school, Dr. Westgate served as a researcher at Letterman Army Institute of Research in San Francisco. Dr. Westgate was involved with electrophysiological studies determining the effects of laser on the visual system.
His professional memberships include past State Director for College of Optometrists in Vision Development, member of the American Optometry Association, and Delaware Optometry Association.
Currently Dr. Westgate performs comprehensive primary care ocular examinations, fits contact lenses, co-manages post operative patients, and evaluates patients for diabetes and glaucoma.
Originally from Honesdale, Pennsylvania, he resides in Delaware with his wife and three children. In his free time Dr. Westgate enjoys landscaping, woodwork, and outdoor activities with his family.
Bethany M. Lewallen, O.D.
Bethany M. Lewallen, O.D., earned her Bachelor of Science degree from Hope College in Holland, Michigan. She received her Doctorate in Optometry from the Illinois College of Optometry in Chicago, Illinois.
Her professional memberships include the American Optometric Association, Delaware Optometric Association and the Michigan Optometric Association. She has served as the Delaware State Coordinator for Vision USA and participates with the InfantSee Program. Dr. Lewallen also enjoys being a volunteer with Opening Eyes/Healthy Athletes for the Delaware Special Olympics.
Dr. Lewallen’s clinical interests include pediatrics and binocular vision disorders, specialty contact lenses, diabetic and glaucoma care, and laser vision co-management.
Originally from Michigan, Dr. Lewallen resides in Delaware with her husband, Dr. Troy Raber, and two children. Dr. Lewallen is also an active member of the local chapter for Mothers and More having served as Programming co-coordinator and Newsletter editor.
Troy Raber, O.D.
Troy D. Raber, O.D., F.A.A.O. earned his Doctor of Optometry degree at Illinois College of Optometry in Chicago, IL, graduating top in his class. After completing a residency at the Illinois Eye Institute, Dr. Raber served on faculty at Illinois College of Optometry.
His professional memberships include the American Optometric Association, Delaware Optometric Association, National Board of Examiners of Optometry, Beta Signa Kappa Honor Society, Tomb & Key Honor Society, Gold Key Honor Society and is a fellow in the American Academy of Optometry. Dr. Raber also is a consultant to the accreditation Council on Optometric Education.
Dr. Raber performs comprehensive primary care ocular examinations, fits contact lenses, co-manages post operative patients, and evaluates patients for diabetes and glaucoma.
Originally from Pennsylvania, Dr. Raber resides in Delaware with his wife. In his free time, Dr. Raber is a mentor with the Big Brothers and Big Sisters program of Delaware. He also serves on the Board of Directors for the Bowers Beach Maritime Museum.
Colleen M. Everett, O.D.
Colleen M. Everett, O.D., earned her Bachelor of Science degree at Rowan University in Glassboro, New Jersey with high honors. She received her Doctorate in Optometry from the Pennsylvania College of Optometry in Philadelphia, Pennsylvania also with high honors and a clinical rotation in primary and pediatric eye care. Dr. Burns completed a residency at the Pennsylvania College of Optometry in primary eye care and ocular disease.
Her professional memberships include the American Optometric Association, the Delaware Optometric Association, and past president of the Pennsylvania College of Optometry’s chapter of the American Academy of Optometry.
Dr. Everett performs comprehensive primary ocular exams, fits a variety of contact lenses, co-manages post-operative patients, and evaluates patients for diabetes, glaucoma, and other retinal pathology. She is currently licensed in Delaware and Pennsylvania.
Dr. Everett published an ocular disease article in the Journal of the American Optometric Association and has done research involving the latest glaucoma technology.
Originally from southern New Jersey, she currently resides in Delaware with her husband and cats. In her free time, Dr. Everett is a member and volunteer of the Delaware Humane Association and enjoys outdoor activities, travel, and shopping, cooking, and spending time with family and friends.
Matthew J. Schaedler, O.D.
Matthew J. Schaedler, O.D. earned his Bachelor of Science degree from the University of Delaware in Newark, Delaware. He received his Doctor of Optometry degree at Illinois College of Optometry in Chicago, Illinois. Additional training was performed in the management of glaucoma, retinal disorders, and pre and post operative management of cataract and LASIK patients.
His professional memberships include American Optometric Association, Maryland Optometric Association and the Texas Optometric Association.
Dr. Schaedler performs comprehensive primary care ocular examinations, fits contact lenses, co-manages post operative patients, and evaluates patients for diabetes and glaucoma.
Originally from Maryland, Dr. Schaedler resides in Delaware. In his free time, Dr. Schaedler volunteers for both the Special Olympics and Vision USA.
James P. Boyland, O.D.
James P. Boyland, O.D. graduated with honors from Illinois College of
Optometry, receiving both his Doctor of Optometry degree and his Bachelor of Science of Visual Science. His externship was completed at the Westside Chicago V.A. Hospital with the ophthalmology residents on the glaucoma ward.
He had additional training in retina,
pediatrics and low vision at the Eye Institute of Chicago. He is also a graduate of the University of Delaware where he majored in Pre-med Biology finishing with a Bachelor of Arts.
Dr. Boyland currently holds active licenses to practice in four therapeutic states: Delaware, Maryland, Virginia, and Pennsylvania. He also has a Federal DEA license expanding the scope of his prescribing ability. His professional memberships include the American Optometric Association and Pennsylvania Optometric Association. Also, he graduated as a member of the Beta Sigma Kappa and Tomb and Key honor societies.
Currently, Dr. Boyland is practicing primary care optometry with an interest in pediatric and geriatric care. He has practiced primary care optometry for the Dutch Amish and other residents in Lancaster county, Pennsylvania.
Originally from Maryland, he is a dual resident of Delaware and Pennsylvania. Dr. Boyland's hobbies include motorcycles and sports cars. He also has a private pilot license.
Medhat R. Iskander O.D.
Medhat R. Iskander O.D. earned his Doctor of Optometry degree with distinction from Pacific University in Forest Grove, Oregon. Dr. Iskander received his Bachelor of Optometry and Vision Science at the University of Auckland, New Zealand. His internships included additional training in the areas of Pediatric Optometry, Vision Therapy and Ocular Disease.
Dr. Iskander is licensed in Delaware and Pennsylvania. He is a member of the American Optometric Association and the Delaware Optometric Association.
Dr. Iskander currently resides in Dover, Delaware with his wife. In his free time, he enjoys swimming and volunteering with the Gideons International.
Laura C Castillo, M.S., O.D.
Laura C. Castillo, M.S.,O.D., earned her Doctor of Optometry degree and a Masters in Clinical Sciences in Optometry at the Pennsylvania College of Optometry. After completing a residency in Primary Care at NOVA
Southeastern University, Dr. Castillo served as Chief resident. She also has experience in teaching international optometry students abroad.
Dr. Castillo's professional memberships include The American Optometric Association and Delaware Optometric Association. She is currently licensed in Delaware, Florida, and Colombia, South America.

Adam K. Schmidt, O.D.
Adam K. Schmidt, O.D., earned his Bachelor of Arts degree from University of Delaware in Newark, Delaware. He received his Doctorate in Optometry from the Southern College of Optometry in Memphis, Tennessee. Dr. Schmidt completed externships in primary care at Corpus Christi Naval Air Station in Corpus Christi, Texas, and with Halpern Eye Associates.
His professional memberships include the American Optometric Association and the Delaware Optometric Association.

R. Luke Wagoner, O.D.
Luke Wagoner, O.D. earned his Doctor of Optometry degree at Southern College of Optometry in Memphis, TN. Additional training includes managing diabetes and glaucoma, and performing minor procedures at the Memphis Veterans Affairs Hospital. Additionally he has experience in private general and pediatric primary care optometry. He is also a graduate of Appalachian State University in Boone, NC where he finished with a BS in Education.
His professional memberships include the American Optometric Association and Delaware Optometric Association. He was also counted among Who’s Who in Optometry for 2005, and is on the national panel of InfantSee doctors. Dr. Wagoner is also a member of Faith Community Church in Camden, DE.

Jessica Vanek, O.D., earned her Bachelor of Arts degree from Kansas State University in Kansas City. She received her Doctorate in Optometry from the Southern College of Optometry in Memphis, Tennessee. Dr. Vanek completed a Pediatric rotation at Children’s Mercy Hospital in Kansas City. She also completed a second private practice rotation at Halpern Eye Associates in Dover, Delaware.
Her professional memberships include the American Optometric Association and the Delaware Optometric Association. Dr. Vanek is also a member of the Dover Runners Club and in the process of volunteering with the Boys & Girls Club.
